The Council of Kar-Thal is the ruling body of Kar-Thal and the highest civic authority among the Arânzeni of Khamria. Composed of twelve Arânzeni chosen for their wisdom, the Council governs through strict observance to history and memory.
Structure and leadership
The Council is comprised of twelve seats:
- Three Lorewardens, who maintain historical, legal, and genealogical continuity.
- Three Stonewardens, representing the guardians of the city’s structure, law, and elemental stability.
Council seats are held until death or withdrawal.
